ESA 2010
The European System of Accounts (ESA, in French SEC) is the system of national and regional accounts used by members of the European Union. It allows an objective comparison between the EU members. It also serves as a macroeconomical tool.
All financial operations are taken into account in the ESA 2010 scheme (not only the Central Administration budget).
ESA sets precise rules to opt entities in or out of the public sector. ESA was updated in 2010 (ESA 2010). It tends to harmonise national accounting schemes and serves as a European regulation.
